The long-running revitalization of a swath of North Richmond inched ahead Monday, more than a decade after a public housing complex there was torn down.
The Richmond Planning Commission unanimously endorsed preliminary plans aimed at finishing a revitalization effort dating to the mayoral administration of L. Douglas Wilder. The plans, submitted by the Richmond Redevelopment and Housing Authority, call for 139 new homes to rise near where the Dove Court public housing community once stood.
The new construction will supplement 128 affordable rental units the housing authority completed in 2013 as part of the redevelopment’s initial phase.
