A recent op-ed by the President of VCU, said that, “VCU fully supports” the new Coliseum plan in Richmond, Virginia. He cited a report prepared by the L. Douglas Wilder School of Government and Public Affairs.

For purposes of clarity, the report was never shared with me, nor was I involved at any level in its preparation. Rao stated, “[c]ompanies will be able to bid on $300 million in contracts reserved for minority-owned businesses, the largest such commitment in Richmond’s history.”

I will comment later on other aspects of the report, but, for the record, such set-aside measures were ruled by the U.S. Supreme Court in City of Richmond v. Croson to be illegal in 1983.
