It is reassuring to me and the people of Virginia to see the confidence entrusted to me as Governor when I created the “reserve fund,” sometimes referred to as the Rainy Day Fund, resulting in $1.6 Billion at this time. This fund was implemented without raising taxes during my administration.
We imposed constitutional constraints such that it cannot be spent without proper oversight. And, it must be continually replaced from the general fund.
Virginia will never go broke.
