It’s been almost 20 years since the Richmond City Charter was changed to allow for the at-large election of the Mayor. I am grateful for the overwhelming vote and support given to me in becoming the first such person.
Richmond, Virginia, adopted a “strong mayor” governance model in 2005, becoming the first city in the state so to do. This change was intended to increase efficiency, effectiveness, and transparency in local government. The new charter positioned me as the city’s chief executive officer, granting significant authority, such as line-item veto power, control over high-level appointments, and influence on budget allocations.

The authority for leadership must be more clearly defined and that can be achieved by incorporating that in the city charter.
There still remains much more work to be done to fulfill the fullest potential for the people of Richmond.
